With telecommunications industry liberalization Jamaica's market has seen steady development and for the present moment can be called up-to-date, though lagging behind European markets. Cable and Wireless Jamaica, industry incumbent, still leads fixed-line telephony sphere, but has lost its positions in the mobile sector. Although landline telephones increase in numbers, they have significantly lost their popularity due to poor network condition, which is considered to be the worst throughout the Caribbean. Lines' density is irregular, as opposite to mobile penetration, which has reached almost absolute value. Though the incumbent is trying to introduce new lines and service packs, like prepaid plans, the dominance continues to belong to mobile telephony. Jamaican operators employ both GSM and CDMA technologies, with recent introduction of 3G to the industry. Mobile broadband is a new trend to be developed, but the government encourages its progress by selling licenses for frequencies to private companies (for instance, licenses for WiMAX, issued in 2008). However, the process is somewhat impeded by the global financial crisis. Market sector based on standard mobile technology is nearly mature, and the introduction of new players is not reasonable. But the sphere is open to new 3G establishments, like 3G network that should be launched by Cable and Wireless; and further development of newly established 3G services, like that of Claro.

Interestingly, mobile telephony market is not led by Cable and Wireless, and belongs to Digicel that accounts for nearly 70% of market share. The company faces some allegedly groundless defamations from C&W for which it's going to appeal to local court. Claro and America Movil are the mobile operators which have already launched their 3G services with good network coverage, and their steps are supposed to positively affect the industry, both in voice and data sectors. Internet in Jamaica is less developed than even in neighboring Caribbean countries. Only 55 per cent of population has access to the Internet, and broadband penetration still comprises only 4%, due to low teledensity. One more reason for slow Internet sector development is lack of opportunities to purchase a computer for the majority of local residents, fuelled by high rates for subscription and relatively high broadband monthly rates (USD25 on average). Much hope is put on wireless Internet development. The main players in the area are Digicel and C&W.
